FY 25-26 CIP Water Replacement Projects

Crescenta Valley Water District will break ground on Capital Improvement Program water main replacement projects, including replacement of aging 1950s-era water mains along Henrietta Avenue, Cloud Avenue, Foothill Boulevard, and Montrose Avenue. Construction is scheduled to begin in early May 2026 and will replace approximately 15,450 linear feet of water mains as part of CVWD’s ongoing water main replacement program.
Contractors Doreck Construction and W.A. Rasic will begin exploratory excavation as early as early April to verify the depth and location of existing underground utilities. See schedule below:
HENRIETTA /CLOUD CONSTRUCTION SCHEDULE ( As of 04/21/26):
- March - April 2026: Potholing begins in 200–300-foot sections to minimize impacts to street access. Henrietta/Cloud Ave Only
- May 20, 2026: Library Office Hours/Community Outreach
- June 6, 2026: Anticipated start of Construction on Henrietta Ave/Cloud only.
Schedules are subject to change as weather and unforeseen circumstances are always a factor.
During Construction, access will be provided for emergencies, mail delivery, and trash services. Residents will have access to their properties. CVWD advises that residents avoid traveling through the construction zone whenever possible.
Two issues that the public needs to know about during construction:
1. There will be a period, usually between 6 to 8 hours, when the water service to your home will be shut down. This will occur when our teams tie the new water pipeline into the existing water pipeline.
2. Crews will be installing temporary parking and traffic restrictions along Henrietta Ave. Temporary “No Parking" signs will be posted a minimum of two (2) days before construction. The District asks that you observe these signs and any other traffic control. Driveways within the construction zone may be temporarily restricted due to the construction. Construction crews will be on-site at 7:00am, with work beginning at 7:30am. To minimize the impact on your schedule and avoid delays, it is recommended that you utilize parking beyond the construction zone prior to 7:30am, as crews can take up to thirty (30) minutes to reposition heavy equipment and provide access out of your driveway. CVWD's on-site inspector and crew are committed to minimizing this impact and will assist you with access into and out of your driveway.
MONTROSE AVE DESIGN SCHEDULE ( As of 04/21/26):
- May 15, 2026 : Anticipated completion of design
- May 20, 2026: Library Office Hours/Community Outreach
- Summer 2026: Anticipated start of construction on Montrose Ave
FOOTHILL BLVD DESIGN SCHEDULE ( As of 04/21/26):
- FALL 2026 : Anticipated design completion
- SPRING 2027: Anticipated start of construction
The design phase of the new water main on Montrose Ave is scheduled to be completed in May with construction beginning as soon as June at the intersection of Ramsdell Avenue and Montrose Avenue. Residents may experience temporary traffic delays for northbound travel on Ramsdell Avenue and eastbound travel on Montrose Avenue between 7:30 a.m. and 4:30 p.m. on weekdays. All lanes will remain open on weekends, and curbside parking in certain construction areas may be limited at times so crews can work safely and efficiently.
Construction-related noise may be present during working hours. We appreciate the community’s patience as crews complete these improvements as safely and efficiently as possible.
To help keep traffic moving and protect everyone traveling through the neighborhood, clearly marked detours and directional signs will be in place. Your cooperation helps maintain a safe environment for residents, workers, and visitors throughout construction.
