The Crescenta Valley Water District is governed by a five-member Board of Directors, the members of which are elected-at-large by the registered voters within the District. Each Director serves a four-year term which is staggered between two directors and three directors and which commences in successive odd-year elections. The current Board of Directors, their term expiration dates, and their occupations are shown below.
Kathy Ross Kathleen Ross is a Civil Engineer by degree and a Domestic Engineer by choice. She is raising 3 children with her husband and has lived in the Crescenta Valley since 1982. She is co-owner of a collectible toy store in Burbank with her husband. She received a Bachelors and a Masters degree in Civil Engineering, with an emphasis in sewage treatment, from Bucknell University in Pennsylvania. She has been employed by various firms in the Crescenta Valley area since that time, including JPL. She was appointed to the CVWD Board of Directors in May 2002 and reelected to fill that position in November 2002. She has been elected Board President for the last 3 years.
Richard Atwater Richard W. Atwater is currently a general manager of a water and wasterwater utility located in Chino (Inland Empire Utilities Agency). Mr. Atwater has over thirty years experience in water resources management and development in the western United States. He has pioneered many award-winning water projects and implemented numerous innovative water resource management programs that meet today’s high standards for quality, reliability and cost-effectiveness. Mr. Atwater has testified extensively before the United States Congress and the California Legislature on water policy issues. Prior to joining the Agency, Mr. Atwater was President of Bookman-Edmonston Engineering, Inc., a water resources consulting firm founded in 1959, with a consulting practice throughout the western states. Mr. Atwater also has extensive public agency management experience in directing the development of some of the largest water projects in the United States. Mr. Atwater was General Manager of the West and Central Basin Municipal Water Districts (1990 – 1996). His previous experience included managing the Resources Division for Metropolitan Water District of Southern California where he was responsible for the District’s water supply contracts (Colorado River and State Water Project) and the local water resources programs. From 1981 to 1985, Mr. Atwater was the Assistant to the Commissioner of the Bureau of Reclamation, Department of the Interior in Washington, D.C.
Judy Tejeda Judy Tejeda is a long time resident of La Crescenta. Her four children (Lynda, Ken, Steve, and Susan) attended Monte Vista, Rosemont, and Crescenta Valley High School. Director Tejeda served as a volunteer for the Monte Vista PTA and Crescenta-Canada YMCA. Active in the community, Director Tejeda helped form the Crescenta Valley Town Council, and was twice elected Councilwoman to that body previous to her election as Director of the Crescenta Valley Water District. She has served as president of CVWD's Board of Directors. Director Tejeda attended UCLA and CSUN, earning a Bachelors degree in accounting and a Masters degree in school administration. She has taught at Verdugo Hills High School and Mount Gleason Middle School for over 30 years. Mrs. Tejeda is co-founder of R & R Masonry, a commercial building corporation. A supporter of local control of water/sewer services, Judy Tejeda advocates high water control standards, water conservation, community input on water issues, and responsible, conservative CVWD fiscal policies.
Charles Beatty Charles Beatty has lived in La Crescenta since he was three years old and says he loves both the tradition and change he sees in the community. Charles knows so many of his constituents well from the many years he worked in management with Ralph’s Grocery Company. He is a local Real Estate Broker and has been President of both the Crescenta-Canada Board of Realtors and the Crescenta Canada Flintridge Board of Realtors. He has served as President of the Crescenta Valley Town Council three times and has chaired numerous meetings, committees, and events such as Arbor Day in March of 2007. Charles attended Glendale Public Schools and graduated from Glendale High School. He holds both a BA and MA in government from California State University at Los Angeles. He has been married to his wife Andrea, for thirty-eight years. Charles has one daughter, Alli, son-in-law Kevin, and three grandsons, Alec, Gavin, and Andrew who all live in La Crescenta.
Vasken Yardemian Vasken Yardemian was appointed to the Crescenta Valley Water District Board of Directors in 2002 to fill a board vacancy and subsequently elected to a four-year term in 2006 when he ran unopposed for election. He served as Vice President in 2003 and was named President for 2004. Mr. Yardemian chairs the District’s Community Relations & Water Conservations Committee and serves on the Policy Committee.
Director Yardemian has had a long and respectable employment history as an Environmental Engineer with the South Coast Air Quality Management District since 1988. He also has international experience working with the United Nations as a consultant on environmental issues in different countries. He holds a Bachelor’s of Science (B.Sc.) degree in Civil Engineering from California State University, Los Angeles and a Master of Science (M.S.) in Environmental Science from California State University, Fullerton.
Yardemian has a variety of water industry and community service. He serves on both Federal Affairs and Communications Committees of the Association of California Water Agencies. In 1998, he was elected to Crescenta Valley Town Council, where he served Council President in 1999. His community service activities also include serving on the Planning Commission, Code Enforcement Appeals Commission, Relocation Appeals Board, and Growth Management Task Force for the City of Pasadena.
Director Yardemian is married to wife Maral; they have two children Armand and Anita.
